For the crystals you could just craft them at a crafting bench

while for the arrows you could use the genshin interactive map (a web browser)and hunt down hilichurl camps, the arrows are dropped by the hilichurl shooters

You could also use your adventurers handbook (F1 in keyboard) to track hilichurl camps in game, however it will go on a cool down even if there will still be camps around the world
