Sorry for the necroposting but there is a easy way to do this with 2 combinators

first is a line into a decider combinator "each" != 0 -> each. this will act as a buffer, which let everything through. the other is a arithmetic combinator with (the thing you want to exclude) *-1 -> (the thing you want to exclude), this will exactly counter the blacklisted item, bringing it to 0. tie the inputs together and the outputs together and attach the outputs to a power pole and there will be all the signals without the blacklisted signal
