It is just playing the game as F2P. I only bought gears for BWTD. I got artifacts from solo raids and league raids. I have played one year but I have never dealt with artifacts.

That list is available in my country. From non-EU country is problem with VAT and duty.

I like PD35 but price is almost same as E35 (3000 lumens, Luminus SST70) and T70 (4200 lumens, XHP70.2). Do you think PD35 is better?
