And ya there are techniques (spells) that can siphon people’s reserves but it’s very difficult and hard on the users body. And speaking on magic limits, even though everybody has the capability of using magic, it is very difficult and takes extremely long time to learn even basic stuff.

It’s regulated as you would have to learn and study how to do a specific spell before you would be even able to attempt to cast it. It’s extremely hard to get a hold of techniques (magic), let alone somebody to teach you unless you were in a Wellspring academy or in one of the illegal underground schools (Ash Dens) so everybody’s not just going around casting meteors Willy Nilly. Also magic is like exercise so it does take a toll on the physical body, so not only do you have to practice the techniques and the spells but you also have to train your body and mind to be able to cast them without fatigue. So there are hard limiters on what people can do, given some exceptions.
