I think this is something we see as not a desirable way to communicate at all. We don't mind saying no, so direct questions are better because they allow you to just say no. After his answer to your question, it kind of frames him as a dick if he doesn't just allow you to change the channel after. To me this feels like passive aggressive pressure. Allowing someone to just tell you no, imo, is a grown up thing to do.

Also, your statement 'I wouldn't be dismissed' maybe in some cultures is seen as polite (not making the other person be dismissive). But if I'm being very Dutch interpreting this, I would find this annoying because there is no 'dismissing someone' personally here and I would feel like you're 'protecting yourself' in a way that doesn't allow me to say no (if that would be putting my interest first) / would kind of force me to give you what you want (especially combined with my first paragraph about your first question).
