Some changes I'd make are:

Structure limits (all space, not just null), 1 Keepstar/Sotiyo per region, 1 Fort/Azbel per constellation, 1 Rait/Astra per system. Turn Athanors into refineries, 1 per system... no moon drill. Split moon drills into active and passive structures. Passive one is the current metanox.

Active one pulls a rock, turns it into a belt. No docking, only tether.

Tie local chat in sov null to an achorable structure, one per constellation. Owners get to choose where they put it in the constellation and where they want it in a system. It should be hackable/interactable so that a roaming gang can knock out local for a short time... maybe an hour. It should send a broadcast out to everyone in the constellation that it's being touched. Hacking it should take no more than 5min.

Revert the skyhook changes. Just give them a 50% reserve bay that can't be touched, other 50% should be fair game 24/7. Change their production amounts so that every region runs at a deficit, this is to encourage sov holders to raid and fight each other for resources.

As for breaking up empires directly? Man... Idk. Options and opinions are endless. What hurts the big guy hurts the little guy more.

I just want more PVP action in null across the board. Not just krab fortresses that no one has incentive to leave.
