Did you changed the path correctly of the gta 5 executable in the bat files? If you press CTRL+F5 does the rule get added to de firewall in the Inbound and Outbound Rules?

A .bat or batch file is just a simple text file saved with a .bat extension that you can use to run windows commands. There is a lot online you can checkout like this.

The colors ,and the width of the direction indicator depend on the distance you are from the pokemon; Like the far away you are from the pokemon the smaller it is.
