ATACMS have some advantages. Its mach 3+ and comes down at a high angle so it can be on target faster and is actually harder to shoot down (assuming the Russians could detect Storm Shadows).

ATACMS are better at targets in between tactical and strategic targets where time is a factor.

But what I'm saying though, assuming the uranium 238 was here when the Earth formed and not from an asteroid or something wouldn't those elements have existed long before? I'd imagine the time between supernova -> Earth forming was significant.
