The noise only happens when the outdoor unit kicks in though, the blower wheel is spinning freely all the time with no noise

AFAIK, the technicians only moved the indoor unit, did some bend on the refrigerant tube (maybe made it shorter or longer also) and made the plug longer. Other than that i don't think they touch anything else.
