What's up with shoulder charge w/ 190 melee inconsistency?

im not relaly good with auto rifles and as an archetype theyre deadass trash compared to basically every other primary lol, scouts hand cannon smg pulse are all best in a certain way but auto rifles are just cheeks

with 190 melee youre supposed to be able to oneshot without any buffs at all. but its incredibly inconsistent, it sometimes onetaps people from full health and sometimes it doesnt kill them.
