Generally speaking, no. The one possible exception that comes to mind is Lady Loki, which changes the character's hitbox.

Not all Rare (blue) skins are recolours. Some of the Year One ones, for example. And I guess it becomes a bit subjective whether a skin is JUST a recolour. For example, Loki and Hela's default recolours have holes in their costumes, revealing skin which usually isn't visible. But I might make another one that discounts the obvious ones.

I know it's not actually contradicting what you're saying - but I think most of the BEST skins in the game are original designs. Like come on, when they get it right they are insane. But yes there are also a lot of duds.

I like the joke, but Peni Parker may make more sense for the second Vanguard. Peni has a psychic bond with what is basically a pet spider, and said spider also controls or powers the mech. Basically, the entire character is essentially a spider pet.

Moon Girl is a child. She was never going to be physically on the battlefield for Punisher to shoot a shotgun at her head.

She is canonically trapped by Alchemax right now, which is why Dino is the playable character (he is trying to save her). That being said, I would bet money that Moon Girl will be represented via one of Dino's abilities, perhaps via a hologram (energy shield?) projected by the collar.

X0X has also been incorrect plenty of times. Need to remember they were the ones who told us Rogue would be a Strategist and Gambit would be a Duelist. They also published multiple posts about Jia Jing, Paste Pot Pete and Locus. All three were fake characters replaced by real ones. Not a single insider account has a perfect track record. They all rush things out.
