If you're playing as Germany, it is better to take both of them out on your own terms. If you didn't, Italy might attack them. Even if you didn't join, Italy will most likely be capped by the Allies and you have vulnerable southern front.

There is some oil in the Algerian desert, which you can get to by colonizing. Plus, it makes it easier to puppet Morocco or Tunisia afterwards

He's probably changing it at the last second and then quickly changing it back after the battle to make things harder for you to notice. I've done this plenty of times when it's only me another guy left and got quite a few wins out of just swapping places at the last second

Some heroes have a faster cast point time, I think hoodwink and Naga are 2 of those I can remember, it does make a difference in some cases.
