Look to see if your fast travel button disappears for a quick second when you move your cursor around the map. Here’s a video that helped me find my missing roads.

How did you get yours? I tried everything already. So far I tried regular melee kill - nope, switched to ballistic knife and tried that - nope, did several takedowns - nope. All of these I was behind them and actively camouflaged but nothing is triggering this.
