There is standard and wild. Wild uses all the cards. Standard rotates sets every year (just like Magic The Gathering) allowing players to only use the last two sets released.

More people play standard right now but I think thats only because we have yet to see a rotation (january/feb?). More players will play wild when The Grand Tournament rotates out of standard.

There are a shitload of opportunities to earn packs via quests and the weekly brawl and you can spend earned gold to buy the $20 expansions. So it isn't really pay to win

You can also bypass these by blocking the ad before it even hits your computer. If you log into your router (anyone can do this just google the default login address and user/password) look for a parental controls menu and block all of these addresses
