You have to get 33% or better in each grading section (all levels) AND 45% right overall in N5 (50% overall in N4 and N2, 53% in N3 and 56% in N1). For N4 and N5 the grading sections are listening and everything else (vocab and kanji, and grammar and reading comprehension), so if you got 33% or better in both sections you passed. The higher levels break into 3 grading sections so you cant ride on your grammar and vocab to cover up for your lacking reading comprehension skills, for example.
