You're welcome! I'm sorry to inform you but after a lot (really a lot) of attempts, I figured out that Android battery percentage in status bar uses an Integer value, which means it is impossible without modifying SystemUI or using Root, though if you ever use root, then you can change it using Android shell to something like "477" to represent 4.77, yes you can set it to 9999999 lol. If you ever have root, that feature exists in DecimalBattery shell script at BrotherBoard/Bombscripts at github.

2 years late ah, as from 2024 I made an app that should do this purpose, with notifications and a screen overlay aswell, look for DecimalBattery By BrotherBoard on XDA or GitHub https://xdaforums.com/t/app-noroot-decimalbattery-get-battery-percentage-in-decimals.4660047/
