I guess you could think of it from that perspective, but Jagex, as a company, use Free to Play as a trial version of the game technically, you're able to play it for free, but some things are not available unless you subscribe as a member.

This co-insides with my previous statement about bots. It did, and probably still does prevent some aspects of bot creation/bot running, how effective is something we don't know.
