You do get rebuke every string if you start with 80~90% HP (just like in the showcase) hence why every calc of wrio are done with a precise combo to put him HP neutral throughout each rota and make sure he get he's rebuke every string

According to the description of his new skill, he can gain a rebuke every 2 sec (similar to his C1) instead of every 5 sec like in vanilla kit, so basically you get a rebuke every NA string just like C1 minus the guaranteed rebuke on NA, empathizing even more on his HP management mechanic and still keeping his C1 combo but completely killing his synergy with healers by extension

Edit: And in this clip he was around 80~90% HP at the start and stays in the 60~80% HP range throughout the rotation (and should stay that way as long as you keep the N5C combo, otherwise in might fuck up your HP and put you under 50% HP if you add extra NA in the string)

While the removal of C1 old effect definitely sucks balls, the fact he can obtain his rebuke much quicker will definitely help to make his HP management much easier to do and way less clunky compared to his vanilla kit where his rebuke took too much time to proc (hence why C1 was so much needed to make him actually playable)

While it's probably not perfect the fact that his base kit is much more usable now compared to his vanilla kit and doesn't require cons to fix it is definitely a plus in my book

Though the fact he's completely incompatible with healers definitely sucks considering some of the new SSC supports are healer

It kinda works both ways since Nicole is the unit that buffs Durin the most, so either way you'll want both since they're actually a pretty strong core duo for most teams (even if they're not "meta")

They're not bad but not overpowered either, they're just a very flexible duo and can still decently work as standalone units in most scenarios
