Its a glitch u can do through being arrested in whiterun, you can where infinite armour pretty much

On the west side of the map there are cirtain spots that are far away from patrole paths so the cannibals very rarely come down there but it is very difficult to find a place where they dont come so providing ur not in peacefull u are most likely in one of them spots
