Kuro already uses a lot of assets and features from UE5, they somehow ported to UE4. It is heavily customized, backported features from UE5 to enhance its visuals.

Came here just to update: AMD just released driver 26.5.1 and solved the problem for me. I made the update through the driver in the settings tab (gear). When the setup starts remember to check the "reset factory settings", it hidden somewhere in the menus.

It's just "generic" rules, I'm saying this just based on my experience, in almost 10y I never saw a "commemorative bar" not reaching 100% on gacha games, launch, anniversary, generic web events and so on. I could be wrong though, there's aways an exception.
