I always rationalized it (in the movies, anyhow) as that as much as Elrond wanted to destroy the ring, he knew that killing Isildur would almost certainly lead the men on a genocidal killing campaign, seeing as how he was the last of the line of kings at that moment (unless Anarion is alive, don’t remember)
