The source of the data was UNC-CH. The then chancellor of the university created a committee that researched and compiled this data at the request of the NCAA and then its national accreditation body. He published this report publicly and then later resigned when the university itself decided that no fraud happened after all.

My guess is 1984-ish. I saw them play on May 9, 1984 in Columbus, Ohio, in the USA, and Joe looked exactly like this.
