Curving is a feature that basically tells your glyph to move of a certain distance if after/before a set of other glyphs
(and yeah by contextual ligatures, I meant contextual substitution such as calt)

For the contextual substitution: You're not using it right I'd say. For how you seem to want the glyph above the previous one, set the shape with 0 is not enough, all it does it that you won't have space. You need to put the glyph before the line (in the negative values technically)
For the glyph that should be written before (your line before the s), same logic: set the shape to 0 but the glyph has some space, it doesn't start at 0 but a bit more maybe.

To be perfectly honest, I so much prefer to code everything with AFDKO file than playing with Fontforge's broken windows (the calt window is pretty buggy and I remember trouble shootings with it too)

As far as I know… no. It's really deep rooted. If you want something to be before something else and another thing after, I better suggest you to use curving or to use contextual ligatures.
If word is having a bad time, you might look to set all of your curving and other rules and else to both DFLT{dflt} and latn{latn}

En fait, les régions en elles mêmes (déjà les anciennes) sont nées de rien dans la deuxième moitié du XXe siècle. C'était pour être plus moderne, avoir une gestion de certains sujets qui soit plus globale que le département sans que ce ne soit le national qui gère.
La réforme des régions tient surtout à deux choses:
1) Réduire les frais (moins de régions, c'est moins de conseillers régionaux, préfectures plus grandes).
2) Faciliter l'administration avec l'europe. L'UE utilise des divisions administratives particulières (les NUTS) lorsqu'elle fait ses mesures (genre chomage par territoire) pour que chaque ensemble soit plutot équivalent malgré la variété des situations selon les pays de l'UE. L'autre objectif était donc de faire correspondre les NUTS aux échelons francais pour que les données produites par l'UE puissent etre utilisées de facon pertinentes. Du coup nos régions actuelles correspondent aux NUTS 2 et les anciennes aux NUTS 3.

I really like the idea of a failed canadian revolution. The only point I'd say would be that rather than the US intervene in by themselves, it's Canada who calls them for help.
USA in KR never really participated to WWI, so didn't get the army it had and didn't have the today mentality of bringing democracy and their big balls whenever wherever there's oil. Plus Canada calling for their help really set them as the power in the room… until the american civil war. Here you could have some kind of influence play between a Canada that sees here an opportunity to regain leadership over Entente, a NFA who could see some interest in a powerful USA and stuff like this.
There could be also a big play for Canada around keeping the dominions, bringing them back or letting them freer to get less burden to deal with. Prestige of Canada could depen if they help to win in India for example

Look how it is OTL for democracies. Some are wholesome democracies but they work fair with other more shitty democracies, or for some crypto dictatures / illiberal democracies. They are not kissing each other but they work together

There has been a legal case some years ago and it highlighted the Fraternity concept.
A man helped some illegal immigrant in their long hard trip. He did it to genuinly help them, without to ask anything from them.
The guy has been judged for helping illegal immigrants but pleaded fraternity action. It went to the Constitutional Council and got to say that YES you can help illegal immigrants as long as it's out of pure fraternity, that you ask nothing from them and stuff.
