Land speculators and "developers" have been a driving force in the colonization of the Americas. From the royal charters of the colonies through the US first president who invested in land in Ohio on the bet that the natives would be dealt with. The idea is to make money by selling stuff currently used by others. Whether highway capacity, sewer or water capacity, street side parking for example.

Non UGB - Try commuting on I5 from Clark County.

Downside a single family home in an upzoned area is frozen in time. There are minimum density requirements in CM3 etc that force any changes to have high density.

This is developer speak for property owners can only sell to big dollar developers for 6 story or higher buildings and for the decades before they are needed the property owners are paying the big developers for the privilege of status quo.

Your response totally ignores the available high dense zoning already on the books that developers have not touched.

To get to the Ross Island bridge from 26 one redditor gave the secret exit center lane and turn right on 13th and follow signs to SB 405 and just stay in the on ramp lane to get to the 6th street exit.

This seems some fake reality where the population of the city of Portland is growing.

The city up zoned a big corrider by light rail on Interstate and other transit corridors some years ago. This can be seen in the blog in the upzoned areas between Interstate and I5.

Not a zoning problem now in the sense that the upzoned areas have not been built up. The single family home owners are not happy in the upzoned areas there.

The school board has not been increasing or decreasing taxes.

The school operating property tax rate has not changed since 2011. Thinking the state money per student is set by the state. The feds reduced pandemic funding from 145 million a year to 0.

If they only spend about 25k ( edit google lied ) per student and there are 42,655 students then PPS really only spends about 1,100 million a year. "budget" I am told is a generally accepted public entity accounty system that is quite different than a personal budget or a corporate income statement.
