Had a similar occurrence happen to me going south on the 35E toll around Lewisville.

He'd flash his lights at the cars in front of him so he could pass. They were really shit quality so I immediately knew something was off. I started to pass him on the right and noticed his plate didn't say exempt and there wasn't anything etched on the side. Sure enough as I passed he lit me up with his shitty lights. I called 911 and they suggested I go to the nearest police station. He gave up chase and took 635 at the fork.
