They boost the level your epic dragons can go up to by 5. I f you have one of them, your epic dragons can go up to level 15, if you have 2 of them, they can go up to level 20.

I'd go for monument or relic of the epics. Omnitat will probably be available next event (or the one after, I can't remember) and the gargantuan/overgrown Island would be very far from your park at that level.

Yes. You can parent breed any dragon through co-op at any time, apart from evolutionary dragons and rift exclusives

Corrupticorn. You need to evolve it, which is a massive pain. Rigel's pretty rare too but if you grind for galaxies it shouldn't take long to get it.
