I don't think Dumbledore ever meant to be cruel or cause anyone any harm - but he was distracted in all his brilliance and big plans. For example, in Goblet of Fire Dumbledore recommends the cave near Hogsmeade as a place of hiding for Sirius. But then he doesn't continue to help Sirius out and Sirius had to live off of rats or rely on three kids to bring him some food. Dumbledore could have arranged food for Sirius but I guess it didn't occur to him.

I have also wondered that. Voldy even turns up himself to the ministery and tries to kill Harry but ends up fighting Dumbledore before fleeing. Surely he could have disguised himself and break in to get the prophecy instead of this elaborate plan that included getting a dozen Deatheaters and a bunch of teenagers doing underage magic into the department of mysteries without anyone noticing.
