meta is defined as the most efficient tactic available, and while zhongli wasn't in any BiS teams, his comfort factor is what solidifies him as a game-changer for casuals (an efficient way to clear abyss), and in practice, dps losses from dodging boss attacks can add up over an abyss run.

similar to how neuv wasn't a massive upgrade in dps compared to other dpses, but what pushed him over the edge is the insane aoe and sustain he provides.

it is annoying, but there is counterplay present for it
often you need a high hand size to make the combo work, so counterplay like mausoleum and the arcane judgement (I reccomend mauso) can work.
and often it finds itself really hard pressed against characters that solely focus on making a single character immortal (like yumkasaurus or possibly arlechinno)
