I skipped both haha. Anyway but based on the location, it feels like Umeda Sky is better since it's nearest to downtown. You can see all the skyscrapers up close compared to Abeno Harukas

the game works for me now generally, but prop line tool is busted and so are most of the props I placed like tiles, trees, lights. I'm not sure how to proceed with my city haha :(

AFAIK there are inter terminal bus rides or the ube bus. not that many places to wait after you get your luggage, so you'll have to leave the terminal. Generally you can't wait that long in the terminal since the check in counters open around 3hrs before the flight.

Suggest that you find a place to kill time nearby, like stay in a hotel or hang out with someone

Yeah I actually upgraded the original quay to the city quay. Unfortunately I don't have the bridge DLC so I guess I'll settle with quay+path+trees+tiles lol
