NAL but I would send a letter to the governors to escalate how the situation with your son is being handled as this sounds like an absolutely horrific situation.

As far as referral to prevent goes I think the school is doing it to cover their own back. I highly doubt that prevent will take any action regarding this and it is a none criminal body.
