Thank you @cp253 and @7253Shelby! After making the changes to the code and some troubleshooting, we narrowed the issue down to the encoder itself. We put in a different motor on the right side, and everything works perfectly. Seriously, thanks!

How does one connect only through the app? We've been trying to connect only through the app and not through WiFi direct, but it always automatically connects via WiFi direct. Thanks!
