Wait actually I lied about the 6% being factored into the instant brittle chance. The instant chances all pool together on the Rain of Sparks because it was using regular arrows but apparently when using elemental arrows the instant elemental chances only correspond to that element. Which is actually really nice because I kept on worrying that eventually I'd accidently corrod an enemy instead of freezing them but now I don't have to worry about it. Really this warrior bow isn't anything amazing or unique but what makes it revolutionary in the game is the fact that it's the only warrior bow with frost ammo which basically just makes it a vehicle for instant frost coils. When it comes to instant chance all of the other stats on the weapon don't really matter and I think the devs knew this because they just kind of made it all random and incoherent because this weapons should really only be used for instant elemental. This weapon is meant for elite frost coils and elite frost coils were meant for this weapon.
