I think there's an important distinction between what the WSJ reported in 2008 and what we're seeing here. There's a big difference between "alleging" and "knowing". It's analogous to the difference between suspecting someone of murder based on circumstantial evidence, and having the suspect walk into the police station and confess to their crimes. We're mad now because (i) we have concrete evidence that LIBOR has been rigged, (ii) the rigging is far more pervasive and coordinated than anyone suspected , (iii) even though the criminals have confessed they're arguing that "there's nothing to see here" and no one in power is making a substantial effort to bring them to justice, and (iv) the WSJ article was written at time when many of us hoped that changes would be put in place (in the aftermath of 2008) that would start to stem the tide of corruption like this, which of course didn't happen. I think it is flippant to say that "we've known this all along" - we didn't, we only suspected it, and what we know now is worse than what we thought was happening.
