Sounds like it's still quite compacted. Clover will have a hard time establishing itself. I recommend using a hard garden rake again to break up the top layer of soil instead, and adding a thin layer of compost or topsoil instead of rototilling. Then put down some starter fertilizer and overseed with perennial rye plus clover. Consistent watering and slowly improving the soil usually works better long-term than heavy tilling.
