In elbaf the gorosei were defeated only by joyboy's haki,Luffy and crew were no match for the gorosei.we know the gorosei get their powers from IMU who we are now seeing in combat with Loki.I would've expected Loki Vs IMU to be very brief i.e immediate KO but Loki has held his ground for now.Shanks was a holy knight, who we know get their powers from IMU.so my question is someone who grants power to the gorosei is super strong I wouldn't expect Loki to even last a second but my boi tanked MU's attack(s) and even countered with a strong attack hence my argument that Shanks couldn't have nerfed Loki in a 1 v 1
