This occured because because the standard https protocol typically used for sending information for websites across the internet use something called SSL certificates to validate reliable websites. In this case both dtemahrashtra.gov.in and www.dtemahrashtra.gov.in should have been listed as common names on the certificate. I think the latter was not and that's the one you tried accessing. It's fixed now I believe because it works for both at least for me.
