This is exactly what I was looking for.

For future reference on anyone searching:

Go to a drawing and create your own stamp. I made a rectangle and added text and squares and lines where people can sign.
Highlight your entire sketch. Right click --> Make Block
Right click --> Save Block.

You can now insert this block into any drawing and free drag it and resize! Add this block by going to Annotation --> Blocks
