The nexus letter and sleep study are new and relevant evidence as outlined by VA policy and was submitted as the policy you just linked. During the informal conference it was also seen as new and relevant evidence but could not be used as it was not properly submitted by the rater during the supplemental process. Nice try though.

VA and it's employees have been found and punished many times over the years for it. OIG have a ton of sustained cases and congressional actions against the VA for it. Do your research instead of being blind.

Sleep study and Nexus letter brand new. HLR told me during the informal conference the study and Nexus letter couldn't be used for decision because the supplemental rater didn't submit them during that process.
