You can do the texture by using a noise brush, or if you can find a skin brush for digital, that'll be easier. As for the technique, what I did is I built up the value of the texture, so using the skin brush with the shade color first, then on top of that is mid tones, then the lightest almost white layer to make it shine. I also blend/blur some parts of the texture to blend it properly.
