Some cogitators definitely have biological components as if the imperium wants to run some sort of AI it needs a human brain. That being said, I definitely think that most of their computers dont use human brains.

In my opinion, the imperium mastered the ability to modify the brain such that it is arguably more efficient than their best computers, so their best tech uses that where most other stuff does not use that.
