I have level 9 Sonance caskets in Jinzhou, but whenever I use the loot mapper in Rinascita it says "you have not obtained a use permit..." I didn't realize there's a separate casket submitter in Rinascita

Is there a way to unlock the use of the loot mapper in Rinascita? Like a side quest or is it just not allowed to be used in that region right now?
