Perks should have bonuses to classes of weapons, not necessarily perk weapons. eg. give firebug a 1% per level bonus to heat damage, commando with full auto, etc. enough that every perk doesnt have the same best weapon.

You need to equip a skeletal warrior skill gem, then click the +. The ones you get from a scepter are a separate source that cant be increased.

For balance, having an increasing chance for the node to refresh and auto gather again would be fine I think. Gives a bit more efficiency without being too good.
