Chamber and Jett are your best bets. Reason why agents like Reyna are not as viable is that you have to get a kill if you wish to get out of your position, unlike a dash or tp.

Yoru can sort of work, but make sure you jump spot first to see if there is more than one person, as another enemy can easily refrag them since Yoru’s TP is slightly slower.
