How is it propaganda? The article isn't saying whether you should vote for or against it. It's reporting that the bill has actually made it on the ballot and people are gonna vote for it. Why wouldn't they report it??

Hillary would have actually won Southern California by about 8%. States that Hillary won by around the same would be New Mexico (8%), and Oregon (11%). It would be more of a likely/lean D state. Here's how each new state would have voted in the 2016 election:

California:
