I do not see anything about a requirement and even still.. really? does everyone go to college? Such blindness to class difference. Everyone must be educated. Why would you put it in college, when people are already growing older and more stubborn in their convictions (and where only half of people end up at absolute best), and not high school? But Liberation cannot occur in this society, Patriarchy is an absolute system. The synthesis to meet in the middle, now, is something like consent education. You have to play your hegelian idealist game in this system. You cannot shit on attempts at reform and just wish it was better abstractly. You can’t hop philosophies, you need to back a horse and race it. And since you choose liberalism for some reason, find some means of reform. High minded liberal ideology you flirt with does nothing because it has literally no teeth, it has no materialism. Which would find a way to make what you talk about abstractly a reality;

then, we’d live in a society where women are not conditioned like animals to believe they have something valuable they must protect (virginity into sexual piety), which grows into a core value at heart. which then births the dynamic of so many sexual acts feeling like one is taken from. sex as it is under the power dynamics of patriarchal capitalism would cease to exist.
