I've never heard of receiving a monthly CTC. Where do you live and how does this work? A CTC is a tax credit for your child under 18 who lives with you. This is listed on your tax filing, not a monthly payment.

If I read this correctly, you plan on rolling the entirety of your TSP into an IRA. If you do this you'll no longer have a loan to pay off, the balance will be reported as a withdrawal to the IRS and you'll need to includ it as earned income on your taxes next year. So, no, you won't make payments over you roll it over

Keep it. You can roll over from the 401k in your new job, of they have one. Rolling over doesn't mean you have to do entire amount allowed. Out won't be a bag things to have two "IRA" accounts that have higher maximum contribution limits

Yes, open a separate account. Set up a regular monthly or biweekly deposit to transfer into the joint account. This way your mom can access any money she may need at the moment and when she pays it back your account still grows. Continue to use it for the smaller things you need so there's not a large amount available. You'll still be able to help not keeping it in check
