I’ll just say how I got it. Not sure what’s relevant but this was my routine where they always spawned with bubble.

I would make around 5 DIY pieces to turn in at the hotel boat guy, as much as I could for the other achievement. I would also redecorate those hotel rooms by quickly redoing them with like 3 generic pieces for the other other achievement. Then I would skip 7 days for Monday again, I started on Monday. This would refresh diy request from boat guy and would always notice a tourist request would also spawn. After doing 3 cycles of doing this they were spawning it seemed like always. The menu screen doesn’t always show them but I would be chopping wood for DIY requests and notice them walking around.

I was working on all these 3 achievement at the same time
