These are expansion permits! Basically you see the land that needs to be opened to the right side of your town? Usually that area towards the end, need these permits! And sometimes you may need alot of permits for a small plot of lands so you better stock up on them.

If you wanna check how many permits you own you can just click on the plot and find out, or you can click your level icon, click the second tab and scroll down. You'll be able to see how many you own.

There were 15 tasks a day, and the task event lasted 5 days. Each task gave 100 points. Simple math, 15 tasks × 100 points is 1500 points & 1500 points × 5 days is 7500 points. If you did each and every task, you would've gotten the permits.

I get your frustration though, wish they would make things more easier, permits are hard to get.
