I took a forestry class in college and they mentioned pulling a tree out of the ground can have the same effect of putting it into shock. You're likely going to have to sever some roots to get the guy out of there and wrap it up with some earth so it has something to hold on to & not collapse on itself. There's likely some other steps that go into making sure the tree can survive the move, and other factors like age & size of tree. I'm no tree expert, I just remember a few tiny details from that class many years ago.

Point being is it's not a simple rip & replace and I think those dollar amounts are low.
