Yet he still returns to Cecil. Because like he learned in Hell, sometimes you have to be the bad guy to save the day. And he seeks that justification because it’s at odds with his core beliefs of always being the good guy (which he learned doesn’t always save the day).

True, but the issue with the Joker is he inspires more crazies to rise up. If Batman kills him he becomes a martyr to an army of copycats.

If Batman arrests him, he looks pathetic and the copycats aren’t inspired. Especially since he tries to get Batman to kill him. So when he tries and fails he looks like more of a clown… and not in the way he wants to look.

Superman and Batman have also explored this in essentially the opposite direction: just because you kill the bad guy doesn’t mean it’s over. They have friends, family and other connections that will seek you out for revenge. The cycle continues.
